One suggestions to make class more conducive to learning.

How can a system be designed so students care more for learning?
One system can be having teachers actually teaching their students instead of them sitting down and giving busy work. Meaning some teachers dont really do their job teaching kids, maybe because they hardly get paid for what they do or they just dont know how to teach, basically we need teachers that can make us learn and not confused.
